Windows Vista extensions "Always use the selected program to open this kind of file" does not work

Open regedit (press Windows key and hold down, then press the R key, type regedit and press enter). Now expand HKEY_CLASSES_ROOT and find the file extension you are having trouble with. For instance if the file extension was .abc scroll down to .abc in regedit. Select the extension and delete it. Now right click on the offending file and click either "Open", "Open With... -> Choose Default Program" or "Open With..." now find the proper program and make sure "Always use the selected program to open this kind of file" is selected. Now double click the program that you want to open with and it should then work.

I have also traced this down to the EA Download Manager...if I am correct this messes with file associations and can have the capability of corrupting them.
